Onder CPV-divisie 85 omvat deze categorie ziekenhuismanagementdiensten, ambulance- en patiëntentransport, thuiszorg en wijkverpleging, geestelijke gezondheidszorg, residentiële zorg, arbeidsgezondheid, apotheekbeheer, medisch personeel en de uitvoering van volksgezondheidsprogramma's.
De inkoop van openbare gezondheidsdiensten wordt gevormd door nationale gezondheidsmodellen, met aanbestedende diensten variërend van nationale ministeries van volksgezondheid en regionale gezondheidsraden tot individuele ziekenhuisorganisaties en gemeentelijke afdelingen voor sociale diensten. De vergrijzende bevolking drijft de vraag naar ouderenzorg, thuiszorg en programma's voor chronische ziektebeheersing. Structuurfondsen ondersteunen de opbouw van gezondheidszorgcapaciteit in de lidstaten.
Dienstverleners die inschrijven op aanbestedingen in de gezondheidszorgsector moeten passende klinische governance-kaders, gekwalificeerd en geregistreerd zorgpersoneel, naleving van vereisten voor patiëntgegevensbescherming en kwaliteitsaccreditatie relevant voor het type dienst aantonen. Sociale waarde-criteria wegen steeds zwaarder mee in de beoordeling van aanbestedingen voor gezondheidsdiensten, waaronder de werkgelegenheid van lokaal personeel, opleidingsmogelijkheden en bijdragen aan de vermindering van gezondheidsongelijkheid.
