Enerģijas iepirkumi ir stratēģiski svarīga kategorija publiskā sektora iestādēm visā pasaulē, aptverot elektrības, dabasgāzes, apkures degvielu un arvien vairāk atjaunojamo enerģijas avotu piegādi. CPV nodaļā 09 šī kategorija ietver elektrības piegādes līgumus, dabasgāzes piegādi un degvielu transportlīdzekļu parkiem.
Eiropas enerģētikas pāreja saskaņā ar Zaļo kursu un REPowerEU plānu ir būtiski pārveidojusi publiskā sektora enerģijas iepirkumus. Valdības pāriet no tradicionālajiem fosilā kurināmā piegādes līgumiem uz atjaunojamās enerģijas iepirkuma līgumiem. Baltijas valstis ir izvirzījušas ambiciozus atjaunojamās enerģijas mērķus.
Enerģijas piegādātājiem jābūt gataviem pierādīt konkurētspējīgu cenu veidošanas pārskatāmību, piegādes drošības garantijas un oglekļa intensitātes pārskatus. Ietvara līgumi ir dominējošais iepirkuma instruments enerģijas piegādei.
